26 Juni 2024. DENPASAR, balipuspanews.com– Land conversion is a process of changing land use from a certain form of use to another use, for example to non-agriculture. And usually in its conversion, it leads to something negative for the natural ecosystem of the rice field environment itself. The Community Service Team (PKM) of Warmadewa University (Unwar) whose funds come from institutional grants to educate and provide socialization to farmers regarding the Regional Regulation on RTRW in order to prevent land conversion in the agricultural sector of Subak Sembung, Peguyangan, North Denpasar. Team Leader Dr. I Gusti Bagus Suryawan, S.H., M.Hum, accompanied by members I Nyoman Sutama, S.H., M.H, Dr. I Gusti Agus Maha Putra Sanjaya, S.Pt., M.M, and students from the Faculty of Law (FH), Unwar, Sunday (9/6/20240), explained that this community service was held from the 2024 institutional community service grant fund. It was said that the purpose of this PKM is to help the Denpasar City Government provide socialization regarding Regional Regulation No. 8 of 2021 concerning RTRW in controlling the conversion of agricultural land to farmers in Subak Sembung Peguyangan.
"We hope that this program can be a bridge for Subak Sembung Farmers in Denpasar City with the Denpasar City Government in terms of preventing the conversion of agricultural land as regulated in Regional Regulation No. 8 of 2021 concerning the Denpasar City RTRW and the complaints of farmers can be heard by the Denpasar City Government so that agricultural land is maintained and does not change function," said the Head of the Unwar PKM Team, Dr. I Gusti Bagus Suryawan, S.H., M.Hum.
This activity was also attended by 2 other speakers, namely from the Agriculture Service represented by I GAN Anggreni, S and Legal Practitioner/Notary Yohannes Suryadi, S.H., M.Kn. Anggreni stated that in fact the conversion of subak land in Denpasar City has increased by 50 percent, data shown by the Agriculture Service shows that in 2022 the area of subak land in Denpasar City decreased to 576 ha, especially in the Sembung Peguyangan Subak area to 103 ha, so in this effort to develop subak to realize sustainable food agricultural land (LP2P) in Denpasar City, his party collaborated with the academic team and related SKPDs to design the Sustainable Subak area.
"In this case, to prevent land conversion, we are trying to provide the Jamtani (Farming Guarantee) program, the aim of which is to reduce land conversion and increase interest in farming for farmers in the Sembung subak," added Anggreni.
She also explained that in addition to the JamTani program, the Agriculture Service also has a program based on the Farmer Protection and Empowerment Regulation. The signing of the Annual Work Plan (RKT) between the Agriculture Service and BPJS Ketenagakerjaan regarding Social Security Protection for Farmers in Denpasar City was only carried out on January 29, 2024. Then there is also assistance in the form of providing agricultural machinery, fertilizers and seeds in order to encourage the maintenance of food crop productivity.
