Warmadewa University through the Community Partnership Program (PKM) Team held a Focus Group Discussion (FGD) "Empowerment and Resilience of Pecalang/Security of Kuta Bali Traditional Village in the New Normal Era of the Covid 19 Pandemic. The event was attended by the Kuta Police Chief, the Head of Kuta Traditional Village, the Head of LPM Unwar and also the Head of the PKM Team, Prajuru Deda Adat Kuta, the Unwar PKM Team, Pecalang, Linmas Kuta Village, Babinsa Kuta Village, and Community Leaders.

Bendesa Adat Kuta I Wayan Wasista, in his speech expressed his gratitude for the presence of the Unwar PKM team, the Police Chief and staff and all FGD participants. As It is known that currently Indonesia, especially Bali, is still being hit by the Covid-19 pandemic which has been going on for more than a year. All programs are implemented from the central, regional, to the smallest units such as in traditional villages. Socialization to increase awareness of health protocols is always encouraged and involves all instruments, especially the Pecalang in the Traditional Village. All traditional village activities involving the Pecalang in overcoming the spread of Covid-19 will continue to be supported.
According to the Head of the Kuta Traditional Village, before Covid-19 hit Indonesia and Bali in particular, Kuta was one of the areas that provided the largest PAD in Bali and even in Indonesia. Kuta is known as one of the tourism areas with all the people's livelihoods in the tourism sector. With this pandemic condition, 90% of the Kuta community who are involved in the world of tourism have lost their jobs, and are now starting to become fishermen. In responding to this condition, all village officials continue to unite in building tourism and convincing tourists to visit Bali by creating a sense of security, comfort and freedom from Covid-19. One way to ensure this is that until now 94% have been vaccinated and currently Kuta Beach has received a CHSE certificate.
The Head of Kuta Village, I Ketut Suwana, in his speech said that this activity is very important. Legal knowledge and the duties and functions of the pecalang must be understood and comprehended by the pecalang. In carrying out their duties, the role of the pecalang must synergize with the entire village community. Currently, in handling the spread of Covid-19, we must anticipate clusters that have the potential to cause the spread of Covid-19. Such as long holiday clusters that cause crowds of people which have an impact on violations of health protocols. So synergy is very much needed between the Police, Linmas, Babinsa, and the Kuta pecalang in eradicating Covid-19. It is hoped that in this FGD, various problems that the pecalang have in their duties can be asked and find solutions to their problems.
Head of LPM Unwar who is also the Head of the PKM Team, Dr. Drs. I Wayan Wesna Astara, SH., MH., M.Hum., said that the Pacalang of Kuta Traditional Village until now still adheres to the customary village rules. Pecalang is not only used in religious, traditional and cultural activities, but pecalang also supports tourism activities.
When a Non-natural Disaster occurs, namely the Covid 19 Pandemic Health Disaster, the pecalang are also responsible for carrying out the task of helping the krama in the security and order of the community and the community in the traditional village with Ngeneng-Ngening (Ngeneng in a sakala way, pause, stay at home, do not travel), Ngening means in a niskala way mehayu-hayu, calming the mind, silence oneself when the Covid 19 pandemic outbreak occurs. It is also important to be the hope of the Balinese krama, that the value of local wisdom such as village nyepi or village sipeng with Eka Brata in the form of amati Lelungaan, namely refraining from traveling.
The event continued with the signing of the minutes of the activity and the submission of the Book by Dr. Drs. I Wayan Wesna Astara, SH., MH., M.Hum., to the Kuta Police Chief, Kuta Village Head, and Kuta Traditional Village Head.
