COMMUNITY EMPOWERMENT IN THE FRAMEWORK OF REVITALIZATION OF THE BANJAR KAYUMAS KELOD HALL, DANGIN PURI VILLAGE, EAST DENPASAR DISTRICT, DENPASAR CITY

Banjar Kayumas Kelod is located in Dangin Puri Village, East Denpasar District, Denpasar City. The location of the Kayumas Kelod bale banjar is within a radius of 0 (zero) kilometers of Denpasar City, precisely at the intersection of Jalan Kapten Agung, Jalan Letda Made Putra, Jalan Letda Winda and Jalan Kapten Regug and is located at the delineation of the Denpasar City heritage area. Being in a location and position like this makes the Kayumas Kelod bale banjar have a strategic position in the spatial scope of Denpasar City.

On the other hand, in terms of spatial planning and building layout, the Kayumas Kelod bale banjar is the only bale banjar that still shows the uniqueness of tradition or has not undergone significant changes and even the community is committed to maintaining it. This is in line with the policy of the Denpasar City government which determines the Kayumas Kelod bale banjar as a city heritage asset which is one of the potential objects in the development of city tours. The development of this city tour will trigger the development of MSMEs which will have an impact on increasing community welfare.

The problems faced in maintaining, preserving and utilizing Bale Banjar Kayumas Kelod by the community and its officials, include; 1) the condition of several buildings and other supporting facilities has experienced a decline in quality or even damage, 2) low financing capacity in maintaining existing buildings and facilities, 3) unavailability of plans and technical documents for the maintenance of bale banjar, 4) government and customary officials do not have the ability to prepare plans and technical documents for the maintenance of bale banjar facilities and infrastructure, 5) the flow and gaps in proposing financial assistance are unknown, both to government and private agencies, and 6) the use of bale banjar is limited to carrying out traditional social activities.

For these problems, the solutions offered are 1) aligning perceptions and strengthening commitments in order to protect and preserve bale banjar assets, 2) preparing plans and technical documents for revitalizing existing facilities and infrastructure, 3) preparing proposals and finding opportunities for proposing financial assistance, and 4) fostering the community to be able to utilize bale banjar as a place for economic activities, without changing its form. To realize the solutions offered, the following methods will be implemented; 1) Lecture Method, to align perceptions and strengthen commitments to government and traditional officials along with community leaders, 2) Focus Group Discussion (FGD) Method, to gather input in order to identify needs, 3) Technical Planning and Design Method, to prepare planning and technical documents for maintaining bale banjar facilities and infrastructure and to prepare proposals for financial assistance.

I Nyoman Nuri Arthana, Furthermore, rehabilitation and renovation were carried out in 1994 on the bale kulkul building and the roof of other buildings that were damaged. In 2015, rehabilitation was carried out on the penyengker wall and bale kulkul, so that the appearance of the Kayumas Kelod bale banjar became what it is today.
