The development of settlements in urban areas is increasing, causing complex problems. Population growth also affects the need for land. This condition occurs in the residential area on Jalan Akasia, Kesiman Village. In an effort to regulate development, there have been regulations in the form of Regional Regulation No. 27 of 2011 concerning the Spatial Planning of the Denpasar City Area 2011-2031 and Denpasar City Regulation Number 5 of 2019 concerning buildings. The regulation regulates the Basic Building Coefficient (KDB) so that there are infiltration areas and channel boundaries to prevent development that reduces the dimensions of the channel.

The current condition of the settlement does not comply with these regulations so that the lack of infiltration areas has an impact on flooding. And there is a reduction in the dimensions of the channel due to development by the community. To overcome these problems, it is necessary to socialize the application of development regulations in the study area so that a picture of the problem is obtained from the regulatory side.

Meanwhile, from a technical perspective, this PKM reviews the condition of the channels and flood points which are then outlined in a map of channels and flood areas on Jalan Akasia, Kesiman Village. In terms of regulations, socialization needs to be carried out so that the public is aware of the importance of implementing KDB and channel boundaries in their correlation to flooding events. Putu Ayu Sriasih Wesna as a lecturer at the Faculty of Law, Warmadewa University, said that currently the condition of the settlements in the research location does not follow the required KDB method.

Almost all of the settlements that have been built are in the form of buildings and do not leave space for open land as an infiltration area. This condition results in no water infiltration when it rains, so that the rain becomes surface flow (run-off) that flows into the drainage. In addition to these conditions, the development carried out by the community does not follow the rules for the distance between the yard fence and the outer edge of the channel of at least 0.5m as stated in Denpasar City Regulation Number 5 of 2019 concerning building structures.

The following are the conditions of the settlements in relation to the drainage channels on Jalan Akasia. The main problem that occurs is that local people in carrying out development are not yet aware of government regulations. So this study aims to identify flood problems in terms of regulations and mapping of channel conditions as a result of technical aspects. The results of the interview showed that the majority of people do not yet know the rules of KDB and channel boundaries. The community also does not understand the benefits of KDB as infiltration so that it can reduce the runoff that occurs. For this reason, it is necessary to conduct socialization through FGD so that it can provide understanding to the community.
